Payoneer lets you withdraw your earnings to an Algerian bank account in your name. To stay within the rules and keep your foreign currency, withdraw in euros or dollars to your professional foreign currency account, for a project you’ve declared to your bank, and don’t leave the money sitting on Payoneer.
Take Nassim, a copywriter in Sétif. A US client pays him $900 through Payoneer. He has already declared the project to his bank. The day the $900 lands, he starts a dollar withdrawal to his foreign currency account. Before confirming, he checks Payoneer’s fee on the summary screen. His bank’s fees come off when the money arrives.
What to know before your first withdrawal
- The account must be in your name. Payoneer won’t pay out to a relative’s account, and the name must match your Payoneer account exactly.
- Pick the right currency. Withdraw in your Algerian account’s currency (USD or EUR), with no conversion. If the summary screen shows dinars or a conversion, stop: you’d lose your foreign currency and pay up to 3% in conversion fees.
- Payoneer’s fees (public pricing, 22 October 2026): the $1.50 or €1.50 withdrawal fee only applies when the bank is in that currency’s home country (dollars to the US, euros to the eurozone). For a dollar or euro withdrawal to an Algerian bank, the pricing page gives no figure: the fee shows on the summary screen before you confirm. With a conversion, expect up to 3%. On top of that, there’s a $29.95 annual fee if you receive less than $2,000 in twelve months. Fees for receiving money depend on how the client pays and show in your account.
- Timing. On Payoneer’s side, a withdrawal usually arrives the same day or within two working days. On the Algerian bank’s side, processing an international transfer can take longer: reports online range from a few days to several weeks, depending on the bank and branch. Any intermediary bank’s fees come on top.
- Banks. Freelancers mostly mention BADR and BEA, but also CPA, BNA and BDL. There’s no official list: before your first withdrawal, ask your branch whether it accepts Payoneer transfers into a professional foreign currency account.
The methods
Withdraw in foreign currency to your professional account, straight away
Payoneer is just a pipe here. The money ends up in a declared foreign currency account in Algeria, and you keep 100% in foreign currency (Instruction 06-2021, art. 4Instruction 06-2021 du 29 juin 2021 relative au compte devise commerçant et au compte devise professionnel non commerçant, p. 1).
- Cost: Payoneer’s withdrawal fee as shown on the summary screen, plus your bank’s fees.
- Timing: start the withdrawal as soon as the money reaches Payoneer.
Steps
- Open your professional foreign currency account (guides 5 and 6) and declare the project to your bank before the first invoice (guide 7). Say the client will pay through Payoneer.
- In Payoneer, add your Algerian bank account: the exact account holder name, the bank’s name and address, and your foreign currency account’s IBAN.
- Wait for Payoneer to approve the bank account. Do this before you have money to withdraw.
- When the payment arrives, withdraw in the same currency. Check the summary screen: currency, amount, fees.
- Keep the Payoneer withdrawal confirmation, the invoice and your project declaration. If the money hasn’t arrived after five working days, Payoneer lets you download a transfer confirmation to show your branch.
An open question. Regulation 26-02Règlement 26-02 du 23 juillet 2026 modifiant l'article 61 du règlement 07-01 (JO n° 58 du 12 août 2026) says the money must reach Algeria on the day the client pays. When the client pays through Payoneer, it isn’t settled whether “paying” means the money reaching Payoneer or reaching your Algerian account (guide 9). Withdrawing on the day you receive it is the safest way to follow the rule.
Withdraw without declaring the project: your foreign currency becomes dinars
If you withdraw to your account without declaring the project, or declare it too late, the bank converts the money to dinars at the official rate (Regulation 07-01, art. 67Règlement 21-01 du 28 mars 2021 modifiant le règlement 07-01 (articles 57 et 67), p. 2; guide 8). That isn’t an offence in itself, but you lose your foreign currency. Declare first.
Keep the money on Payoneer and spend with the card
Plenty of freelancers keep a Payoneer balance to pay online or travel. For a resident, that’s an asset abroad, which article 8 of Regulation 07-01Règlement 07-01 du 3 février 2007 relatif aux règles applicables aux transactions courantes avec l'étranger et aux comptes devises (version d'origine), p. 2 forbids, and the earnings aren’t brought home: a foreign exchange offence (Ordinance 96-22, art. 1Ordonnance 03-01 modifiant l'ordonnance 96-22 (JO n° 12 de 2003), p. 14). Prosecutions are rare, but the risk is real, and a Payoneer account can be frozen during a check with the whole balance on it.
For foreign currency spending, use the international card linked to your Algerian foreign currency account (guide 10), or the travel allowance when you travel (guide 19).
Sell your Payoneer balance for dinars
Selling your balance to someone who pays you in dinars, in cash or by CCP, means selling foreign currency outside the official system: two to seven years in prison, a fine of at least twice the amount, and confiscation (Ordinance 96-22, art. 1 bisOrdonnance 03-01 modifiant l'ordonnance 96-22 (JO n° 12 de 2003), p. 14 and 2). It’s also a favourite playground for scammers (guide 27).
Key points
- Declare the project, then withdraw in foreign currency to your professional foreign currency account as soon as the money arrives.
- Check the currency on the summary screen: no dinars, no conversion.
- Payoneer isn’t a savings account: a balance left on it is an asset abroad.
