From Algeria, Payoneer is the better fit for a regular client: you can withdraw in euros or dollars to your Algerian foreign currency account as soon as the money lands. PayPal works too, with a linked Visa card, but every payment is held for 30 days and PayPal takes 4.9% plus a fixed fee ($49.30 on $1,000). Either way, declare the project to your bank and leave no balance behind: Regulation 26-02 says the money must reach Algeria on the day the client pays (guides 11 and 14, as of 22 October 2026).
One thing first. The simplest option is still a bank transfer from your client straight to your foreign currency account (guide 1). Payoneer and PayPal are only there to move the money when the client can’t, or won’t, send an international transfer.

Payoneer: the faster pipe
Payoneer accepts sign-ups from Algeria and pays out to an Algerian bank account in your name. The name has to match your Payoneer account exactly, so a relative’s account gets rejected.
The trap is conversion. Withdraw in the currency of your Algerian account, euros or dollars. If the summary screen shows dinars, stop: you’d lose your foreign currency and pay up to 3% in exchange fees. The $1.50 or €1.50 fee you often see quoted only applies to a bank in the currency’s home country, not to an Algerian bank (guide 11). Payoneer also charges a $29.95 annual fee if you receive less than $2,000 over twelve months.
On Payoneer’s side, a withdrawal usually goes out the same day or within two business days. On the bank’s side, freelancers report anything from a few days to several weeks, depending on the branch. They mostly mention BADR and BEA, plus CPA, BNA and BDL. There’s no official list, so ask your branch whether it accepts Payoneer transfers into a business foreign currency account.
PayPal: doable, but slow and pricey
A PayPal account opened in Algeria can receive money if you link a Visa credit card. The agreement only mentions Visa, so don’t count on a Mastercard or a CIB card (guide 14).
Three numbers change the picture:
- a 30-day hold on every payment you receive, at first;
- 4.9% plus a fixed fee on receipt: on a $1,000 invoice, $49.30 goes to PayPal;
- an automatic transfer to your card in the first three days of each month or quarter, free, capped at $10,000; a manual transfer costs $5, up to $500 a day.
With that hold, you can’t follow the payment-day rule to the letter if “paying” means the money reaching PayPal. That question isn’t settled yet (guide 9). For a big client, use a direct transfer or Payoneer.
The methods
Payoneer, withdrawn in foreign currency to your account the same day
- Open your business foreign currency account (guide 6) and declare the project to your bank before the first invoice, saying the client will pay through Payoneer (guide 7).
- Add that account’s IBAN in Payoneer and wait for it to be approved before you have money to withdraw.
- On the day the payment lands, withdraw it in the same currency. Check the currency, amount and fees on the summary screen.
- Keep the withdrawal confirmation, the invoice and the project declaration.
PayPal, transferred to a Visa card linked to your foreign currency account
- Ask your bank for an international Visa card linked to your foreign currency account, and check that it accepts PayPal transfers to that card.
- Declare the project to your bank, saying the client will pay through PayPal (guide 7).
- Add the card in PayPal, confirm it, then set it as the destination for transfers.
- Transfer the balance as soon as it’s released. Don’t let it build up.
Keeping a balance on Payoneer or PayPal
A balance sitting on a foreign app counts as assets held abroad, which Article 8 of Regulation 07-01Règlement 07-01 du 3 février 2007 relatif aux règles applicables aux transactions courantes avec l'étranger et aux comptes devises (version d'origine), p. 2 bans. Not bringing your earnings home is an exchange offence (Ordinance 96-22, art. 1Ordonnance 03-01 modifiant l'ordonnance 96-22 (JO n° 12 de 2003), p. 14; guide 17). Prosecutions are rare, but an account can also be frozen during a review, balance and all. For online purchases, use the international card on your foreign currency account (guide 10).
Selling your balance for dinars, or activating PayPal with someone else’s card
Selling a Payoneer or PayPal balance to someone for dinars is currency exchange outside the official system: two to seven years in prison, a fine of at least twice the amount, and confiscation (Ordinance 96-22, art. 1 bisOrdonnance 03-01 modifiant l'ordonnance 96-22 (JO n° 12 de 2003), p. 14 and 2; guide 30). Linking PayPal to someone else’s card, a foreign card or a crypto-funded card sends the money somewhere other than your account in Algeria, and the crypto card adds an offence under Law 25-10Loi 25-10 du 24 juillet 2025 modifiant la loi 05-01 (JO n° 48 de 2025) (guide 16). It’s also where “verified account” scams thrive (guide 27).
Our take, depending on your situation
- A regular client who can send a bank transfer: neither. Use a direct transfer (guide 1).
- A regular client who prefers a platform: Payoneer, withdrawn the same day.
- A small one-off client who only pays by PayPal: PayPal, accepting the 30 days and the 4.9%.
- Several clients: nothing stops you from using both, as long as every payment ends up in your declared foreign currency account.

Frequently asked questions
Is Payoneer or PayPal cheaper from Algeria?
PayPal takes 4.9% plus a fixed fee when you receive money ($0.30 on a dollar payment), so $49.30 on $1,000. Payoneer's receiving fees depend on how the client pays, and the fee for withdrawing to an Algerian bank appears on the summary screen before you confirm. Payoneer also charges $29.95 a year if you receive less than $2,000 over twelve months.
How long is the money held?
On PayPal, every payment you receive is held for 30 days at first, then sent to your Visa card in the first three days of the month or quarter, or on request for $5. On Payoneer, a withdrawal to your bank goes out as soon as the money arrives and usually leaves Payoneer the same day or within two business days; the Algerian bank can take anywhere from a few days to several weeks.
Can I keep a balance on Payoneer or PayPal to pay for things online?
No. For a resident, a balance left on a foreign app counts as assets held abroad, which Article 8 of Regulation 07-01 bans. To pay online, use the international card linked to your Algerian foreign currency account.
Do I need a foreign card to receive money on PayPal?
No. PayPal's agreement for Algeria asks for a Visa credit card linked to the account. Use an international Visa card in your name, linked to your foreign currency account at an Algerian bank. Someone else's card, or a card topped up with crypto, is illegal.
