Upwork from Algeria: from your first contract to dollars in your bank account

To get paid legally through Upwork from Algeria, you need five things in the right order: auto-entrepreneur status, a professional foreign currency account, a declaration of the project to your bank, the W-8BEN form on Upwork, and a same-day withdrawal to that account, directly or through Payoneer. After that, one rule covers everything: never leave a balance sitting abroad.

Meet Yacine, a web developer in Oran. He lands his first Upwork contract, $1,200 for a Canadian start-up. Here is what he does, in order, so the $1,200 reaches his account at BEA in dollars.

You do steps 1 to 4 once, before your first foreign client. The declaration is the exception: to be safe, file one for each new client or project. Start before you accept the contract. Paperwork that comes late is the most common hold-up.

Before your first contract: status and account

Upwork treats you as an independent contractor. In Algeria, the legal way to invoice a foreign client in your own name is auto-entrepreneur status (guide 5). Yacine registers on anae.dz, picks the activity that really matches his work from the digital services list, and gets his card. He then signs up with CASNOS, the social security fund for the self-employed, and has his tax number (NIF) confirmed at the tax office. He’ll need it for Upwork.

With his card, he opens a trader’s account at BEA in dinars and one in dollars. Three documents are enough: the auto-entrepreneur card, ID and proof of address. He doesn’t need to register with the trade register (Banque d’Algérie Circular 2024/01Circulaire 2024/01 du 30 janvier 2024 de la Banque d'Algérie (non publiée ; d'après Algérie Eco), guide 6). If your branch asks for a trade register entry, mention that circular.

Before you pick a bank, ask the branch whether it accepts Payoneer transfers into a professional currency account. There is no official list, and the branch matters as much as the bank (guide 24).

Before your first invoice: declare the project

Many freelancers skip this step, and it decides whether you get dollars or dinars. Digital services sold online abroad don’t need full bank registration, but article 57 of Regulation 07-01Règlement 21-01 du 28 mars 2021 modifiant le règlement 07-01 (articles 57 et 67), p. 2 does require a declaration to your bank before you’re paid: a description of the project, the unit price and the date it goes online (guide 7).

Yacine asks his branch for its declaration form. He describes the project (client, service, $1,200), notes that the client will pay through Upwork and Payoneer, and keeps a stamped copy. If he skipped this, the $1,200 would be credited in dinars at the official rate, with no way back to dollars (guide 8).

On Upwork: the W-8BEN with your NIF

Under “Tax information”, Upwork asks for the US W-8BEN tax form: your tax address in Algeria and your Algerian tax number, the NIF. Without it, Upwork blocks withdrawals and can withhold up to 30% of your earnings for the US tax office, with no refund (guide 3).

Under “Get paid”, add Payoneer. If Upwork offers a dollar transfer to your bank for Algeria, you can use that too. Upwork charges a fee per withdrawal and shows it before you confirm.

On payday: withdraw, then bring it home

Since July 2026, your client has at most 120 days after you deliver the service to pay you, and the money must reach Algeria on the day they pay (Regulation 26-02Règlement 26-02 du 23 juillet 2026 modifiant l'article 61 du règlement 07-01 (JO n° 58 du 12 août 2026), guide 9). For Yacine, that turns into one practical rule: when the funds become available on Upwork, he withdraws them that same day.

Moving the dollars to your personal currency account

This is very common in freelancer groups: once the dollars reach the business account, people transfer them to their personal currency account. No text we have read allows it. The business account is meant first for your business needs (Regulation 07-01, art. 57Règlement 21-01 du 28 mars 2021 modifiant le règlement 07-01 (articles 57 et 67), p. 2; guide 6). It isn’t an official route and the risk is yours: the bank can refuse the transfer or ask you to justify it. Before any transfer like this, ask your branch in writing what it accepts.

Illegal

Leaving the dollars on Upwork or Payoneer

Keeping a balance on Upwork or Payoneer to pay for things online means holding assets abroad, which article 8 of Regulation 07-01Règlement 07-01 du 3 février 2007 relatif aux règles applicables aux transactions courantes avec l'étranger et aux comptes devises (version d'origine), p. 2 bans. It also means not bringing your earnings home, which is an exchange-control offence (Ordinance 96-22, art. 1Ordonnance 03-01 modifiant l'ordonnance 96-22 (JO n° 12 de 2003), p. 14; guide 17). Prosecutions are rare, but the risk is real, and an account can be frozen with its whole balance during a review.

Selling your balance for dinars is worse: two to seven years in prison, a fine of at least twice the amount, and confiscation (Ordinance 96-22, art. 1 bisOrdonnance 03-01 modifiant l'ordonnance 96-22 (JO n° 12 de 2003), p. 14 and 2; guide 27). Withdrawing in crypto is illegal too (Law 25-10Loi 25-10 du 24 juillet 2025 modifiant la loi 05-01 (JO n° 48 de 2025), guide 16).

After you’re paid: tax

As an auto-entrepreneur, Yacine pays the IFU flat tax of 0.5% on all his turnover, platforms included, with a minimum of 10,000 DA a year (guide 13). On $1,200, that’s the dinar equivalent of $6. The status stops at 5,000,000 DA of turnover a year. He can spend the remaining dollars on his business: software, equipment and training (guide 10).

Your checklist

  • A trader’s foreign currency account at a branch that accepts Payoneer.
  • A stamped declaration for each project, before the invoice.
  • W-8BEN filled in with your NIF.
  • Same-day withdrawal, in dollars, with no conversion and no balance left sitting abroad.

Frequently asked questions

Can I withdraw my Upwork earnings in Algeria?

Yes. Upwork offers Payoneer, and sometimes a dollar transfer to your bank if the option shows up in your account. The money then has to reach your professional foreign currency account in Algeria on the day it becomes available.

Do I need to fill in the W-8BEN on Upwork if I live in Algeria?

Yes, before your first withdrawal, with your tax address in Algeria and your Algerian tax number (NIF). Without it, Upwork blocks withdrawals and can withhold up to 30% of your earnings for the US tax office.

Will my Upwork dollars be converted into dinars?

No, as long as you declared the project to your bank before you were paid and the money comes home on time. Without a declaration, or if it arrives late, the bank converts it to dinars at the official rate.

Can I leave my money on Upwork or Payoneer?

No. For a resident, a balance kept abroad is an asset banned by article 8 of Regulation 07-01, and earnings you don't bring home are an exchange-control offence.
